1. 咸宁职业技术学院已从欧佩克国际基金（OFID）获得了一笔贷款，用于支付咸宁职业技术学院产教融合实训基地项目EPC工程的费用。
2. 本项目的招标人为咸宁职业技术学院，招标代理机构为中国技术进出口集团有限公司。招标人现邀请合格的且有资格的投标人就下列工程递交密封的投标文件：

3. 本次招标为国内竞争性招标，凡符合OFID指南规定的合格投标人均可投标。
4. 有兴趣的合格投标人可以从本投标邀请函列明的地址进一步了解有关信息，并在2021年7月26至年7月30日的上午9点至11点，下午14点至16点之间查阅、获取招标文件。
5. 潜在投标人应注意本招标文件投标人须知第4条关于合格性和利益冲突的规定。所有存在利益冲突的投标人均为不合格的投标人。
6. 投标人的资格要求包括：
① 具备工程勘察综合甲级或工程勘察岩土工程专业甲级；
② 具备工程设计综合资质甲级；
③ 建设行政主管部门核发的建筑工程施工总承包一级及以上资质，并具有住建部颁发的有效期内的安全生产许可证；
④ 包2中田径场塑胶跑道面层材料须通过HJ2537-2014《中国环境标志产品技术要求水性涂实》，属于《环境标志产品政府采购品目清单》产品，或属于中国《绿色建筑选用产品导向目录》入选产品。
⑤ 至少在过去5年里（2016年1月1日至本项目投标截止日期），作为承包商、管理承包商或分包商至少完成了1个EPC工程合同的实施，且合同金额不少于包1：1769万美元（12000万元人民币），包2：923万美元（6000万元人民币）。
⑥ 近三年（2018－2020年）年平均营业额应不少于包1：5468万美元（35000万元人民币），包2：3125万美元（20000万元人民币）；
⑦ 投标人应明示其财务资源（如速动资产、授信额度和其它融资来源，但不包括合同预付款）必须能够满足包1：469万美元（3000万元人民币），包2：281万美元（1800万元人民币），和其它在建项目所需的总现金流要求；

1. Xianning Vocational and Technical College (hereinafter referred to as the Employer) has received financing from the OPEC Fund for International Development (OFID) towards the cost for procuring the EPC works for Xianning Vocational and Technical College Project under the OPEC Fund for International Development (OFID).
2. China National Technical Import & Export Corporation (hereinafter referred to as CNTIC) as the Tendering Agent and on behalf of the Employer hereby invites sealed bids from eligible bidders for the construction and completion of the EPC works described in the table below:

Note: Bidders may bid for any of the above packages, but at most one contract will be awarded.
3. Bidding will be conducted through the National Competitive Bidding procedures. The bidding is open to all bidders from Eligible Sources Countries as defined in the Procurement Guidelines of OFID.
4. Interested eligible bidders may obtain further information from China National Technical Import & Export Corporation. The eligible bidders shall inspect and purchase the Bidding Documents at the address given below from 9:00 to 11:00 and 14:00 to 16:00 from July 26 to June 30, 2021.
5. In addition, please refer to paragraphs 4 under ITB regarding the policy on conflict of interest. All Bidders found to have a conflict of interest shall be disqualified.
6. Qualifications requirements include:
① comprehensive grade A qualification of engineering investigation or grade A qualification of geotechnical engineering investigation
② comprehensive grade A qualification of engineering design;
③ Grade I or above Qualification for general contracting of architecture works issued by Competent Construction Administration Department, and valid safety production permit issued by Provincial Department of Housing and Urban-Rural Development.
④ In Package 2, the surface material of the track and field plastic runway must pass HJ2537-2 “Technical Requirements for Environmental Labeling Products Water Based Coating”, which belongs to the “Government Procurement Items List of Environmental Labeling Products”, or belongs to China “Green Building Product Selection Guide Directory” .
⑤ At least one EPC contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor during the past five years (2016-bid submission data), and with a value of not less than USD17.69 million((CNY 115 million) for Package 1, USD9.23 million((CNY 60 million) for Package 2.
⑥ The average annual turnover in the past three years (2018-2020) should not be less than USD54.68 million (CNY 350 million) for Package 1 and USD31.25 million (CNY 200 million) for Package 2.
⑦ The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as USD4.69 million(CNY 30million) for Package 1 , and USD2.81 million(CNY18 million) for Package 2 .

8. Bids must be delivered to the address below at or before August 16, 2021, 9:30 a.m. (Beijing Time). Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at August 16, 2021, 9:30 a.m. (Beijing Time). All bids must be accompanied by a bid security of USD 0.31 million (CNY 2 million) for Package 1, and USD 0.18 million (CNY 1.2 million) for Package 2.
