利用欧佩克基金建设咸宁职业技术学院产教融合实训基地项目

1. 咸宁职业技术学院已从欧佩克国际基金（OFID）获得了一笔贷款，用于支付咸宁职业技术学院产教融合实训基地项目维修改造EPC工程的费用。

2. 本项目的招标人为咸宁职业技术学院，招标代理机构为中国技术进出口集团有限公司。招标人现邀请合格的且有资格的投标人就下列工程递交密封的投标文件：

3. 本次招标为国内竞争性招标，凡符合OFID指南规定的合格投标人均可投标。在投标截止日期被世界银行或亚洲开发银行宣布不合格的投标人将被取消投标资格。

4. 有兴趣的合格投标人可以从本投标邀请函列明的地址进一步了解有关信息，并在2022年6月13至2022年6月17日的上午9点至11点，下午14点至16点之间查阅、获取招标文件。

5. 潜在投标人应注意本招标文件投标人须知第4条关于合格性和利益冲突的规定。所有存在利益冲突的投标人均为不合格的投标人。

6. 投标人的资格要求包括：

① 工程设计建筑行业甲级资质，或建筑装饰设计甲级资质;

② 建设行政主管部门核发的建筑装饰装修工程专业承包二级及以上资质，并具有住建部颁发的有效期内的安全生产许可证；

③ 至少在过去5年里（2017年1月1日至本项目投标截止日期），作为承包商、管理承包商或分包商至少完成了1个建筑维修改造工程的实施，且合同金额不少于：220万美元（1400万元人民币）。

④ 近三年（2019－2021年）年平均营业额应不少于：550万美元（3500万元人民币）；

⑤ 投标人应明示其财务资源（如速动资产、授信额度和其它融资来源，但不包括合同预付款）必须能够满足：55万美元（350万元人民币）和其它在建项目所需的总现金流要求；

7. 有兴趣的合格投标人可将购买招标文件的申请递交到本投标邀请函列明的地址，并支付人民币3500元的不可退还费用。付款方式为现金或银行转账。采用银行转账方式购买招标文件的投标人可将购买招标文件的费用电汇至如下账户：

8. 所有投标文件应于2022年7月5日9:30时（北京时间）之前递交到本投标邀请函列明的地址。迟交的投标文件将被拒绝。开标将在本投标邀请函列明的地址公开进行。投标人可派代表参加开标。开标时间为2022年7月5日9:30时（北京时间）。投标文件必须包括投标保证金。投标保证金的金额为： 4.5万美元（人民币30万元）。

Procurement of EPC project of Building Maintenance and Reconstruction Works for Xianning Vocational and Technical College Hubei Vocational Education Project under the OPEC Fund for International Development (OFID)

Invitation for Bids

1. Xianning Vocational and Technical College (hereinafter referred to as the Employer) has received financing from the OPEC Fund for International Development (OFID) towards the cost for Procurement of EPC project of Building Maintenance and Reconstruction Works for Xianning Vocational and Technical College Hubei Vocational Education Project.

2. China National Technical Import & Export Corporation (hereinafter referred to as CNTIC) as the Tendering Agent and on behalf of the Employer hereby invites sealed bids from eligible bidders for the construction and completion of the EPC works described in the table below:

3. Bidding will be conducted through the National Competitive Bidding procedures. The bidding is open to all bidders from Eligible Sources Countries as defined in the Procurement Guidelines of OFID. A Bidder that is under a declaration of ineligibility by the World Bank or Asian Development Bank at the date of the deadline for bid submission shall be disqualified.

4. Interested eligible bidders may obtain further information from China National Technical Import & Export Corporation. The eligible bidders shall inspect and purchase the Bidding Documents at the address given below from 9:00 to 11:00 and 14:00 to 16:00 from 13 June to 17 June 2022.

5. In addition, please refer to paragraphs 4 under ITB regarding the policy on conflict of interest. All Bidders found to have a conflict of interest shall be disqualified.

6. Qualifications requirements include:

① Grade A qualification of engineering design in construction industry，or Grade A qualification of Architectural decoration engineering design；

② Grade II or above Qualification for professional contracting of architectural decoration engineering issued by Competent Construction Administration Department, and valid safety production permit issued by Provincial Department of Housing and Urban-Rural Development；

③ At least ONE (1) building maintenance and reconstruction contract within the last FIVE (5) years (from Jan 1 2017 to the bid submission deadline, each with a value of at least USD 2.2 million (CNY 14 million equivalent), that have been successfully and substantially completed and that are similar to the proposed Works.

④ The average annual turnover in the past three years (2019-2021) should not be less than USD5.5 million (CNY 35 million).

⑤ The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as USD0.55 million (CNY 3.5 million).
